Agglomerations are between the village and the city in terms of societal organization. We can not really talk about a city.

Thus, the oldest village in the world is on Triquet Island in Canada. It was discovered in April 2017. It would be 14000 years old. Followed by Maymand in Iran with 12000 years of age.
